NNPC, Shell, Chevron collabos in new project to inrease FG revenue by $16billion

Two sets of alternative financing agreements on Joint Venture (JV) projects to boost reserves and production in line with government’s aspiration were executed in London on Monday between the Nigerian National Petroleum Corporation (NNPC) and two of its JV partners: NNPC/Chevron Nigeria Limited (CNL) JV and NNPC/Shell Petroleum Development Company (SPDC) JV.

The two projects are expected to generate incremental revenues of about $16billion within the assets’ life cycle including a flurry of exploratory activities that would generate employment opportunities in the industry, boost gas supply to power and rejuvenate Nigeria’s industrial capacity utilization.

The agreement with Chevron would see the development of the NNPC/CNL JV Sonam Project (Project Falcon), hitherto financed through cash calls, to incremental proven and probable oil/liquids reserves of 211million barrels and proven and probable gas reserves of 1.9 trillion cubic feet within in Oil Mining Licences (OMLs) 90 and 91.

The project is expected to begin to bear fruits in next three and six months.

Speaking at the signing ceremony, Group Managing Director of the NNPC, Dr. Maikanti Baru, said the project is envisaged to achieve an incremental peak production of about 39, 000 barrels per day of liquids and 283million standard cubic feet of gas per day (mmscf/d) of gas respectively over the life cycle of the asset.

The Joint Venture partner, he said, had already expended $1.5billion representing 97 per cent of project completion costs, adding that the agreement would cover the remaining $780million to complete the project’s scope.

Providing a breakdown of the expected funding requirements of the Sonam Project, Dr. Baru said $400million is to fund the development of seven wells in the Sonam field (OML 91), the Okan 30E Non-Associated Gas (NAG) well (OML 90), and associated facilities including completion of Sonam NAG Well Platform.

The GMD added that $380million would also be required to reimburse the JV partners for the 2016 portion of the funds committed to lenders that had been cashed and paid for.

He stated that the Sonam Project alone, on fruition, would net the Federal Government cumulative incremental earnings of $7.3billion over the project’s life.

The agreement with SPDC, on the other hand, would facilitate the development of the NNPC/SPDC JV Project Santolina which comprised of 156 development activities across 12 OMLs (OMLs 11, 17, 23, 25, 27, 28, 32, 35, 43, 45, 46 and 79) and 30 different fields in the Niger Delta.

The GMD said the development of the Sonam Project would be carried out in two phases, with the first phase focused on short term activities involving Oil and Gas Generation (STOGG) programme comprising 128 rigless activities and 10 workovers, while the second phase would focus on medium term activities that would involve further development of EA/EJA fields by drilling 14 new well and three workover ones.

He said the first phase of the project is estimated to deliver incremental liquid reserves of about 202.9 million barrels of oil and 161.8 billion cubic feet on Proven and Probable (2P) basis.

The GMD put the total third-party financing for Project Santolina at $1billion, inclusive of financing cost of which, he said, co-lending amounted to $420mm with NNPC’s portion of $850million.

He stated that Project Santolina would generate about $9billion of incremental revenue to the Federation Account over the project’s life cycle and a Net Profit Value (NPV) of $5.2billion over the loan life at 8 per cent discount rate.

Dr. Baru explained that NNPC’s objectives in securing third-party financing for the two sets of projects aligned with government’s aspiration to increase reserves and crude oil and gas production as well as monetize the nation’s enormous gas resources.

He emphasized that the financing option underscored the realization of one of the Corporation’s 12 Business Focus Areas (BUFAs) that is: Increasing crude oil and gas reserves and production to support government’s Seven Big Wins aspiration.

In his presentation, Mr. Andy Brown, Shell Global Upstream Director, stated that the alternative funding arrangement was an innovative financing plan that would enable SPDC commence exploration activities hitherto stalled due to funding challenges.

Mr. Jeffrey Ewing, Chairman and Managing Director of CNL, said Chevron Nigeria Limited was committed to supporting Nigeria’s aspirations of sustaining oil and gas production through innovative strategies as typified by the alternative financing arrangements over which agreement was executed.

Similar sentiments were expressed by the consortium of banks involved in the project namely Access Bank, Standard Chartered Bank, Union Bank and United Bank for Africa, UBA and some foreign financial institutions.

Beyond oil Saudi Arabia is trying to invest to take care of such era, this happened during a visit by US president Donald Trump to the country, Saudi Arabia signed tens of billions of Dollars of deals reports Reuters.

National oil firm Saudi Aramco said it signed $50 billion of agreements with U.S. firms. Energy Minister Khalid al-Falih said deals involving all companies totaled over $200 billion.

Some deals had been announced previously, while others were memorandums of understanding that would require further negotiations to materialize. Below are major announcements:

The Big Deals with US companies are:

— GE said it signed $15 billion of business deals with Saudi Arabia, involving almost $7 billion of goods and services from GE itself. They ranged from the power and healthcare sectors to the oil and gas industry and mining. Among projects, GE will help make power generation more efficient, provide digital technology to the operations of oil firm Saudi Aramco, and cooperate in medical research and training.

— Exxon Mobil and Saudi Basic Industries agreed to conduct a study on a potential petrochemical project in San Patricio County, Texas. A final decision is expected sometime in 2018. The project would include an ethane cracker with a production capacity of 1.8 million tonnes of ethylene per year to feed a monoethylene glycol unit.

— Raytheon will establish a Raytheon Arabia business unit and help to develop Saudi defense, aerospace and security capabilities.

— Lockheed Martin will support the final assembly and completion of an estimated 150 S-70 Black Hawk utility helicopters in Saudi Arabia.

— General Dynamics will help to localize design, manufacturing and support of armored combat vehicles.

— Begin the design and selection process for offshore drilling rigs as part of a $7 billion investment over 10 years with Rowan Companies to own and operate such rigs.

— Additional well services and studies into rig movements as an extension of a joint venture with Nabors. The venture is to see $9 billion of investment over 10 years period and create 4,000-5,000 new Saudi jobs.

— New joint venture between Saudi Aramco and National Oilwell Varco to make high-specification drilling rigs and equipment in the kingdom; it is to involve $6 billion of investment over 10 years.

Evidently the deals includes creating a pool of employment for the country and also localising the technologies as can be seen on these list of deals below.

  • Chemical groups Huntsman, Clariant announce merger deal

— Jacobs Engineering: MoU worth $250 million to localize design, engineering, procurement, construction and project management services for the oil and gas industry. It is expected to create 300 jobs.

— Weatherford signed an MoU for $2 billion of projects related to localizing oil field goods and services.

— Dow Chemical signed an agreement to build a manufacturing facility to produce polymers for coatings and water-treatment applications, and an MoU for a feasibility study of a proposed investment in performance silicones.

— McDermott signed a $2.8 billion MoU to deliver projects localizing goods and services along Saudi Aramco’s supply chain.

— Honeywell signed a $3.6 billion MoU to deliver projects localizing goods and services in Saudi Aramco’s supply chain.

Maersk Drilling breaks major record as it drills Norway’s deepest well

Danish offshore driller Maersk Drilling has made history by drilling the deepest ever well on the Norwegian Continental Shelf says Offshore Energy Today

The company on Thursday said that using the jack-up rig Maersk Gallant had beaten the record by reaching a total depth of 5.491 meters while drilling the ultra high-pressure, high-temperature Solaris well for Total E&P.

“We have broken a number of records during the Solaris operation. But this achievement is second to none. There was a lot of cheering in the driller’s cabin that day,” says Sadi Ozturk, Assistant Rig Manager on Mærsk Gallant.

He continues: “The Solaris exploration well is one of the most challenging wells in the North Sea. All crew members are very excited about this achievement.”

In the Solaris project – together with the client Total E&P Norge – Maersk Drilling has taken a 15,000 psi rig and adapted the equipment and procedures in order to drill a reservoir section where predicted pore pressures are well in excess of 15,000 psi.

The demanding requirements of the customer have led to a wide variety of modifications on the rig, the driller added.

Apart from breaking the depth record, there were other achievements made, so Maersk Drilling has compiled a full list of the records set during the Solaris drilling. Here it is:

1: the largest and most complicated BOP stack rig up.

2: the biggest cement job (600 m3 cement slurry).

3: the heaviest casing run (1,2M lbs).

4: first time a 20K BOP has been nippled up (installed) and used to drill an ultra HPHT well.

At the moment, the crew members on Mærsk Gallant are in the process of plugging and abandoning the well and expect to start the rig move in the beginning of September.

Halliburton Launches Global Rapid Intervention Package

Boots & Coots Services, a Halliburton business, announced that it has developed a global rapid intervention package (GRIP), a suite of services to help reduce costs and deployment time in the event of subsea well control events.  GRIP provides well planning and well kill capabilities, facilitated by the company’s global logistics infrastructure and existing product service lines. This includes both an inventory of well test packages, coiled tubing units and relief well ranging tools.

In addition, GRIP features a new high temperature, 15,000 psi RapidCap (RC) air-mobile capping stack.  Sourced from Trendsetter Engineering, RC incorporates a specially designed gate valve-based system making it significantly lighter, less expensive, and more mobile than other options currently on the market.

Capping stack systems currently available are extremely difficult to deploy due to their size and weight (approximately 220,000 – 300,000 lb) and are expensive to transport and reassemble on a job site.  It can take weeks to deploy existing systems, especially from locations that lack the infrastructure to timely move the systems into position.

To address the need for a more portable and cost-effective solution, RC aims to reduce deployment time by up to 40% over competing systems.  Rather than requiring specialized infrastructure, RC can be air transported on a Boeing 747-400F and lifted by a 110 ton or lighter crane.

“We are proud to offer the global rapid intervention package that will provide our customers with easy access to containment and relief capabilities even in the most remote areas,” said Jim Taylor, vice president consulting and projectmanagement.  “Boots & Coots has long been recognized as a global leader in well control response and GRIP furthers our commitment to safe offshore operations.”  GRIP and the RapidCap air-mobile capping stack are expected to be ready for deployment by the end of 2016.
